minutes of the Council meeting held on Thursday April 25th 2002. at 7.00pm in Beaufront County
First School, Sandhoe.

The
minutes of the council meeting held on the 21st February 2002 were
signed as a correct record.

Matters arising from the minutes of the council meeting held on the 21st
February 2002

2 (1) Highway’s Matters
The
gully at the entrance to the industrial estate on the Hexham road is still
blocked. N.C.C to be contacted again in regards to this problem.
3.
David Dodd’s memorial seat
It
was fully agreed the seat would be sited on Anick Green. Councillor A.
Winstanley agreed to investigate the costs of providing the seat, and select
the type of seat that he feels is suitable.
The council fully agreed to Councillor A. Winstanley spending up to £200
from the council’s budget towards the seat. £377 has been donated by residents
of the Parish towards the seat. The plaque is to be worded “In memory of David
Dodd Postman and good friend of Sandhoe Parish”. Councillor A. Winstanley was
also authorised to use a contractor to
secure the seat into the ground.
It
was also fully agreed the seat would officially placed on the green in Anick on
Thursday July 4th 2002 at 6.15pm. Mrs Dodd and her family would be
asked to attend together with local residents. This would be followed by a
light buffet at the Rat Inn, Anick.
The
A.P.M and A.G.M of the council will take place following the reception
Councillor. R. Macfarlane agreed to organize the accommodation and the
reception at the Rat Inn for July 4th , and to prepare and display
notices for notice boards in the Parish. Flowers would be provided for Mrs. Dodd and for Mrs Dodd (senior) (David's
mother).
4.
New Code of Conduct for Parish Council’s
The
council agreed to accept the model code of conduct for Parish/Town Councils
from the date of this meeting. The monitoring officer at Tynedale council will
be informed of the council’s decision.
5.
a) Queen Elizabeth II Golden Jubilee
Anick
and Beaufront WI are holding their fair on June 1st 2002 in
Fairfield Cresent, Oakwood. (The clerk has organised the necessary road
closures for them). It was also fully
agreed a grant of £250 be paid to the WI towards the celebrations, and
Councillor H. Learman vice chairman of the council would present the jubilee
mugs to the children of the Parish aged 0-16years at the fair. The children
attending Beaufront county first school
from outside the catchment area of the school would be given their mugs
at school after the half term holiday in June to avoid any problems with
duplication.
b) Council members were invited to attend the service
in Hexham Abbey on June 2nd at 7pm to celebrate HRH Queen
Elizabeth’s Golden Jubilee. Councillors were asked to give their names to the
clerk to forward to N.C.C.

C) Parish Council’s Audit of accounts
Information is now to hand, in regards to the changes
in regards to the audit of the Parish Council accounts, in the future, and the
way the accounts will be audited. The
council is required under the new system to appoint an internal auditor who
will sign an internal auditor’s certificate to go with the parish council’s
details to the external auditors appointed by the audit commission. It was fully agreed by the council that G.
Caldwell be appointed internal auditor for the council.

B) Notice of planning appeal’s
Tynedale council have given notice that the following
refusal’s by the planning committee that under the Town and Country planning
act 1990, the following have gone to appeal against their decisions.
1) Mr & Mrs Dahl, change of use of one dwelling
by two residential units at High barns,
Anick.
2) Mr & Mrs Loraine, change of use of holiday
cottages to dwelling and construction of porch and detached double garage at
the old stable block, Fox and Hounds, Stagshaw.
Both appeals will be decided by a hearing.
8. The Council’s Website
The council thanked councillor R. Macfarlane for all
his work in setting up the council’s website on behalf of the council and for
all the time he has given obtaining all the necessary information.
9. Play area provision
P. Lakin has contacted the clerk on the telephone in
regards to the possible provision of a play area for the area. He would seek
the council’s support for any planning application he may submit in the future,
and any remaining land he would consider leasing to the council for a play
area. The council will comment on the plans when they are presented, and hopefully
will support such plans.
The council would require an agreement to occupy the
land with six months notice to be given by the landlord and six months notice
to be given by the council if they wish to be give up the area as a play area.
With no security of tenture.
10. Any other business
A) Fly tipping
Fly tipping is taken place on a regular basis on the
Drover road and the Military road to Stagshaw, leaving the area looking very
untidy. Tynedale council to be informed and asked to monitor the problem.
B) Flooding, Rat Bank
N.C.C are to be asked to investigate flooding on the
rat bank.
C) Give way signs
N.C.C are to be asked to provide a give way sign on
the Fawcett Hill, Blackhill Road.
D) Bank Cottage, Oakwood Bank
Since the owners of bank cottage have put a gate on
their land residents and walkers are having problems and concerned about their
right of access over the footpath.
N.C.C footpaths officer is to be asked if it will be
possible for N.C.C to provide a footpath sign for this footpath.
11. Date of next meeting
It was confirmed the date of the next meeting will be
Thursday July 4th 2002. The Parish meeting will be held at 7.30.pm
followed by the council’s AGM both meetings will be held in the Rat Inn,
Anick.
